Defence Policy and Planning Directorate

Functions:

  • Assists the Minister of Defence in the process of formulation, conduct, review and accountability of the implementation of the defence policy and the pursuance of bilateral, multilateral, and regional cooperation in the field of defence, ensuring the necessary coordination is in place;
  • Assists and supports the Permanent Undersecretary of Defence and the Chief of Defence in the organisation and coordination of defence planning activities in accordance with the Directorate’s field of competence;
  • Analyses defence and security processes and tendencies, formulates guidelines on building the country’s defence capabilities and proposes the parameters of the long-term development of the Armed Forces;
  • Organises and coordinates the conduct of Strategic Defence Review and/or defence reviews;
  • Organises the participation of the Ministry of Defence in the elaboration of the Report on the state of national security pursuant to Article 7, Para 1, Item 3 of the Act on the Management and Functioning of the System of National Security Protection;
  • Manages the activities related to drafting an Annual Report on the Status of Defence and the Armed Forces of the Republic of Bulgaria;
  • Assists the Minister of Defence in his/her participation in policy and decision making in the field of security and defence in NATO, the European Union, and other international organisations at the level of Defence Ministers;
  • Participates in carrying out activities related to the implementation of the DCA in accordance with the Directorate’s field of competence;
  • Assists the Minister of Defence with regard to his/her participation in national advisory, coordinating, and control bodies related to national security and defence and to NATO and EU membership;
  • Assists the Minister of Defence with guiding and directing the activities carried out by representatives of the Ministry of Defence in the Permanent Representations of the Republic of Bulgaria to the European Union, NATO, the UN, OSCE, and other international organisations;
  • Organises the process of designation of positions in national representations, headquarters, and bodies of international organisations and other international initiatives;
  • Plans and implements programme management of defence policy activities related to NATO and EU membership, as well as to international cooperation;
  • Assists the Minister of Defence in exercising his/her powers to formulate and pursue policies regarding the country’s participation in international treaties and agreements in the field of arms control, humanitarian disarmament, and non-proliferation of weapons of mass destruction;
  • Assists the Minister of Defence in exercising his/her powers to fulfil the obligations arising from national legislation and regulations and from the Republic of Bulgaria’s being party to international agreements and part of international initiatives in the field of export control of trade in arms and dual-use goods and technologies;
  • Elaborates analytical texts such as statements, talking points, opinions, and positions on issues of bilateral, multilateral, and regional nature as needed by the Minister, Deputy Ministers, Permanent Undersecretary, and Chief of Defence;
  • Elaborates analytical texts on issues of bilateral, multilateral, and regional nature as needed by the Deputy Chiefs of Defence;
  • Ensures the coordination of activities related to bilateral, multilateral, and regional cooperation in the field of defence with the Ministry of Foreign Affairs and other relevant agencies and institutions;
  • Carries out consultations, prepares, and coordinates the implementation of the activities laid down in the annual bilateral plans regarding defence cooperation with states with whom the respective arrangements are in place;
  • Follows and analyses the work of regional formats and mechanisms for cooperation in South-East Europe and the Black Sea Region and participates in the various forms of cooperation offered by such organisations;
  • Coordinates, through the Military Information Service, the activities and tasks of the Military Attaché’s Office regarding defence cooperation;
  • Provides the Military Attaché’s Office with materials regarding bilateral and regional defence cooperation;
  • Establishes the necessary arrangements for accreditation; liaises and communicates with foreign military attaches accredited to Bulgaria;
  • Organises the accreditation procedures for foreign consular officers to the Republic of Bulgaria, as well as for consular officers and military attachés of the Republic of Bulgaria, in accordance with the established arrangements.
