Political cabinet

The political cabinet assists the Minister in formulating, developing and implementing specific decisions related to conducting the governmental policy in the sphere of defense, as well as in exercising civil control over the armed forces.

The political cabinet includes the deputy ministers of defense, the head of the cabinet, the parliamentary secretary, and the head of the Public Relations Directorate.

The work of the cabinet is assisted by counselors, experts and technical assistants.

 

Deputy Minister Avgustina Tzvetkova

Functions

The Deputy Minister of Defense Avgustina Tzvetkova is in charge of the following spheres:

  • Property management policy – both real estate and movable property of the Ministry of Defense;
  • Social policy in the Ministry of Defense, development of the social status of the servicemen and the civilian personnel; rest, sports and recuperation possibilities;
  • The policy related to taking care of the veterans, military disabled persons and servicemen injured while fulfilling their military duty;
  • The policy in the sphere of interaction with nongovernmental organizations including military patriotic unions, organizations and associations;
  • The policy of the Ministry of Defense related to the membership of the Republic of Bulgaria in NATO and in the European Union;
  • International policy of the Ministry of Defense;
  • The policy related to the struggle against corruption;
  • The policy in the sphere of updating  and improving the legislation of the Ministry of Defense;
  • The policy related to the military patriotic education;
  • The information policy of the Ministry of Defense and of the Bulgarian army including the provision of information to the public and the protection of classified information.

 

The deputy minister of defense takes part in the following agency and interagency councils:

  • Security Council with the Council of Ministers;
  • Administrative Reform Council;
  • Interagency Council on the Participation of Bulgaria in NATO;
  • Council on European Issues;
  • European Communications Council;
  • National Council on Gender Equality with the Council of Ministers;
  • National Council for Ethnic and Demographic Issues Cooperation with the Council of Ministers;
  • Council on Decentralization of State Governance;
  • National Council on Labor Inspection;
  • Interagency Council for Special Public Procurement with Offset Agreements;
  • Interagency Working Group on Coordination and Supervision of the Activities on the Accession to the Schengen Area of the Republic of Bulgaria;
  • Interagency Working Group on the Elaboration of a New National Development Program for the Republic of Bulgaria with a Scope until 2020;
  • The Permanent Anticorruption Council to the Ministry of Defense in her capacity as Chairperson.
  • Specialized Branch Council of Social Cooperation at the MoD, as its Chair;

 

The Deputy Minister is responsible for the general control over the activities of the following structures directly subordinated to the Minister of Defense, and for the commercial companies whose principal is the Minister of Defense:

  • The National Guards Unit;
  • Commandantship;
  • Executive Agency “Military Clubs and Military Holiday Activities”

 

In accordance with the Law on access to public information, the Deputy Minister of Defense, Mrs. Tzvetkova:

  • Signs the decisions on providing access or denial to provide of access to public information;
  • Signs the notifications in accordance to Articles 29-33 of the Law on access to public information in case of open legal procedures referring access to public information.

Deputy Minister of defense Valentin Radev

Functions

The Deputy Minister of Defense Valentin Radev is in charge of the following fields:

  • The policy in the sphere of planning, distribution, and lawful and effective use of the defense resources;
  • Armament policy and the policy related to defense investments;
  • The policy in the sphere of standardization, codification and certification of the military production and special production for the needs of the armed forces;
  • The policy in the sphere of the public-private partnership in the field of production, and the  relations between producers and suppliers of armament and equipment;
  • The policy related to  human resources management, military education and military-scientific research;
  • The policy in the sphere of preparing the country’s defense;
  • The policy in the sphere of decommissioning excess equipment including utilization and destruction of non-effective and excess armament, ammunitions and other military means and materials;
  • The policy in the sphere of health, military medical and psychological provision;
  • The policy related to establishing safe and healthy conditions necessary tp conduct military service as well as conditions of work;
  • The policy related to protection and restoration of natural environment.

 

The Deputy Minister of Defense participates in the following Agency and Interagency councils:

  • The armament council in his capacity as Chairperson;
  • Interagency commission of export control and nonproliferation of weapons of mass destruction to the Ministry of Economy, Energy and Tourism;
  • Interagency commission of restoration and support to the Council of Ministers;
  • National council on narcotic substances;
  • Interagency council on the issues of military-industrial complex and the country’s mobilization readiness to the Council of Ministers;
  • Council on the state reserves and wartime reserves to the Interagency Council on the issues of the military-industrial complex and the country’s mobilization readiness.

The Deputy Minister is responsible for the general control over the activities of the following structures directly subordinated to the Minister of Defense and for commercial companies whose principal is the Minister of Defense:

  • Defense and Staff College “G. S. Rakovski”;
  • National Military University;
  • Military Medical Academy;
  • Navy school of higher military education;
  • Professional schools for non-commissioned officers;
  • Defense Institute;
  • National military historical museum;
  • Commercial companies whose principal is the Minister of Defense.

Head of the Cabinet

Functions

  • Organizes the activities of the political cabinet, participates in the sessions organized by the Prime Minister’s Head of the Cabinet, and informs the Minister of Defense about the decisions that have been made;
  • Prepares the program of the minister and coordinates its implementation;
  • Organizes the preparation and attends to the implementation of the working program of the ministry, and summarizes the suggestions of the Cabinet’s members with a view to its completion and updating;
  • Informs the Minister about the progress of everyday activities in the ministry, surveys and directs competently the current correspondence  which he receives, and exercises control over the deadlines as to the fulfillment of the tasks allocated by the Minister;
  • Realizes the relations of the Minister with the other members of the Council of Ministers, with representatives of state bodies and with the bodies of the local self-government, with political and social organizations and citizens;
  • Coordinates the activities of the counselors, experts and technical assistants to the political cabinet;
  • Organizes the activities of the Defense Council.

 

Parliamentary secretary

Functions

  • Realizes the relations of the Minister with the National Assembly, with the parliamentary groups, with the permanent and the provisional  commissions to the National Assembly, and with the political parties;
  • In cases when an invitation is extended to him, he attends the sessions of the commissions to the National Assembly, and coordinates the attendance of other officials from the ministry;
  • Informs the Minister and the political cabinet about all suggestions related to bills bearing reference to activities in the sphere of defense;
  • Coordinates and controls the preparation of responses to actual questions and inquiries put forward by Members of Parliament ;
  • Informs the Minister and the political cabinet about the debates on bills under paragraph 3, about the issues discussed and decisions made by the commissions to the National Assembly that bear reference to activities in the sphere of defense.
  • Maintains updated information about the state of the bills under paragraph 3, approved by the Council of Ministers following a suggestion on the part of the Minister, and introduced to the National Assembly;
  • Participates in the sessions of the parliamentary secretaries of the ministries, and informs the head of the political cabinet about the decisions that have been made;
  • Participates in the preparation of the project on the legislative program of the ministry.

The parliamentary secretary coordinates his activities with the parliamentary secretary of the Council of Ministers.
