Functions of the Inspectorate

The Inspectorate has the following functions and tasks under the Law on Defence and Armed Forces of the Republic of Bulgaria (LDAFRB):

  • Sees to the abidance to and compliance with the laws and regulations in place, as well as with the ministerial orders in effect; the Inspectorate also sees to it that the administrative activities of the Ministry, the structures directly subordinated to it, and the Bulgarian Armed Forces, are carried out in conformity with the law;
  • Performs checks on motions, reports of alleged misconduct and complaints filed by natural or juristic persons and addressed to the Minister of Defence, and subsequently advises the above persons of the decisions made and the actions taken;
  • Has oversight and inspection functions pursuant to the Conflict of Interest Prevention And Disclosure Act;
  • Assists and oversees the implantation of the recommendations and proposals provided by the Ombudsman of the Republic of Bulgaria;
  • Analyzes the effectiveness of the administration’s activities;
  • Inspects abidance to internal rules of organization of the administration’s work;
  • May propose instigation of disciplinary proceedings in the event of findings of breach of official duties, as well as of the Code of Conduct of the State Administration Civil Servants and of the Conflict of Interest Prevention And Disclosure Act;
  • Oversees the execution of acts of the Minister of Defence relating to the organization of the carrying out of the combat and the defence and mobilization training, the maintenance of the military organization, discipline, and operational capabilities of the formations of the Bulgarian Armed Forces;
  • Performs other functions related to administrative control, as may be arising from laws and regulations or assigned by the Minister of Defence.

The Inspectorate is directly subordinated to the Minister of Defence and is headed by the Chief Inspector of the Ministry of Defence. The organization of the activities of the Inspectorate, the types of recommendations, and the terms of reference and procedure to be followed are determined through an act of the Minister of Defence.
